1988 Chevy Cavalier defrost will not work with heat all the way up?

I can not get the defroster to blow for the drivers side with the heat slider all the way up to hottest setting. It just blows out the vent. If I slide it back to about half way it will blow out but not real hot. Can anyone help me. The vacuum lines are fine but still no heat. Please help me.
