Fable iii villager maker code has not worked?

Well i made a villager and put the code in to the the village maker and it worked fine and accepted the code. But then when i went on fable iii the place where the quest man shows up for the quest he has not shown up so i cant do the quest for the village maker. I am silver membership on xbox360 if that is the problem. I used it after the 23rd/26th of october that people rumoured was a expire date if thats the problem? But can anyone help out does it show up after a while or something? or has it just expired...
