Trouble with Oceanis Background Changer W7?

My netbook has windows 7 starter. I can only change the background with Oceanis. But for some reason it only works on my Administrative account. It won't work on my other two accounts. I will go in and set the picture but when I log off and log back in it is back to that same old blue screen. Any advice?
